Rosavia (Moscow Vnukovo) has delayed its plans to make a decision on offers received from Airbus and Boeing in December for a 65 new aircraft. Its main shareholder Rostekhnologii is reportedly considering other options for the regional carriers in which it currently holds stakes including a possible investment in Aeroflot (SU/Moscow Sheremetyevo) and cooperation with the flag carrier instead of its previous plan to build up a new competitor. In October, it had agreed with the Moscow city government to first merge Saravia (6W/Saratov), SAT Airlines (Russia) (HZ/Yuzhno-Sakhalinsk), Vladivostok Air (XF/Vladivostok) that all are under full or majority control of Rostekhnologii with Atlant-Soyuz Airlines (7B/Moscow Chkalovksy) that is owned by the Moscow city government. KMV - Kavkazskie Mineralnye Vody (KV/Mineralnye Vody), Orenair (R2/Orenburg) and Rossiya (FV/St. Petersburg) would have been merged into Rosavia at a later stage under the plan. In the meantime, Rostekhnologii has even been considered handing over Rossiya to the St. Petersburg city government because of the big financial difficulties Rossiya has been running into, so the status of the entire Rosavia project currently seems to be unclear.

Atlant-Soyuz Airlines (7B/Moscow Vnukovo) has closed its second base in Krasnoyarsk again as part of a restructuring plan put in place by the Moscow city government that hopes to improve the financial performance of Atlant-Soyuz ahead of its proposed integration into Rosavia (Moscow Vnukovo). It has grounded three of its five Tu-154Ms as a result but is planning to lease three additional ex-Ryanair (FR/Dublin) B737-800s. It has again resumed scheduled services with its EMB-120 fleet in the meantime:
Moscow Vnukovo-Brest: 3x weekly EMB-120 service starting on October 9
Moscow Vnukovo-Grodno: 3x weekly EMB-120 service resuming on October 9
Moscow Vnukovo-Liepaja: 3x weekly EMB-120 service resuming on October 10

It is currently reviewing possible options for its EMB-120 fleet including charter services and expects to lease fewer additional aircraft than initially planned.

The company is planning to operate with three divisions in Eastern, Central and Western Russia and is supposed to become a major competitor for Aeroflot (SU/Moscow Sheremetyevo) although exact details of its launch plans are not yet known. The new carrier is expected to be based on or operating in cooperation with Moscow government owned Atlant-Soyuz Airlines (3G/Moscow Chkalovskaya) and include some of the assets of failed AirUnion carriers Domodedovo Airlines, Kras Air and Samara Airlines as well as Dalavia that have all suspended operations at the end of September. KMV - Kavkazskie Mineralnye Vody (KV/Mineralnye Vody), Orenburg Airlines (R2/Orenburg), Rossiya (FV/St. Petersburg), Saravia (6W/Saratov) and Vladivostok Air (XF/Vladivostok) are also expected to be taken over by the new carrier although no final agreement has been reached yet on funding and the merger of the carriers. Atlant-Soyuz Airlines (7B/Moscow Vnukovo) will take over flight operations of all carriers of the AirUnion alliance later this month.
